What we usually do is select 3 or 4 cadets
for an orientation flight. They then meet at the correct time at the
designated airport.
Powered Flights:
Cadets will wear a BDU uniform or Blues uniform for powered flights.
Glider Flights:
BDU uniform with tennis shoes for winter Glider Flights. Summer time will be a
dark blue pair of shorts, and a light or white T-Shirt.
Above all else, the cadet MUST HAVE HIS CAP ID CARD ON HER/HIS PERSON. If they
don’t have a CAPID Card, there will be no flight for that cadet.
Our cadets receive around 7 hours of flight time as a
part of there membership. 5 flights in a Cessna 172, 5 flights in a
Glider.
How does your cadet go up in rank?
Great question. Studying and testing is the key. Your cadet can
promote as often as every two months. The cadet can test for his/her
promotion on any meeting night that we offer testing. Three types of
testing is usually involved, a PT (Physical Training – Mile Run, Sit-ups and
Flexibility test.) Test, a Leadership Test and an Aerospace Test. For instance, for the cadet’s first stripe, they must do just a PT Test and a
leadership Chapter 1 test.
The Four Phases
The Cadet Program is divided up into four phases, four
awards, and 16 achievements. To pass an achievements a cadet must usually do the
following:
- Pass an Aerospace test at 70% (Corrected to 100%)
- Pass a Leadership test at 70% (all)
- Pass the Cadet Physical Fitness Test (all)
- Pass a Staff Duty Analysis (only achievements 9-16)
- Attend a Moral Leadership briefings (all)
- Participate in squadron activities (all)
Phase One – achievements 1-3 – The Introductory Phase
This phase is designed to introduce the new member to
CAP. Some squadrons have a formalized Phase One Training Program to help the
new member adjust to CAP.Grades: Cadet Airman Basic, Cadet Airman, Cadet
Airman First Class, Cadet Senior AirmanPhase Two – achievements 4-8 – The Learning Phase
During Phase Two cadets begin to understand followership
and progress towards their new responsibilities as cadet officers (in Phase
Three). Typically cadets will serve as Flight Sergeants, assistants to staff
officers, and other middle level positions. A cadet can be promoted every two
months, depending on how quickly they complete the requirements. Average time
is four months per promotion.Grades: Cadet Staff Sergeant, Cadet Technical
Sergeant, Cadet Master Sergeant, Cadet Senior Master Sergeant, Cadet Chief
Master SergeantMITCHELL AWARD – 100 question test, 80% passing score
This is the first major milestone award. Named for
General William Mitchell, the award signifies the passage of the cadet
from the NCO corps to the CAP Cadet Officer corps. Due to its significance,
the award must be present by a CAP Group Commander or higher. Earning the
Mitchell Award, entitles CAP cadets to advanced grade and pay if they choose
to enlist in the USAF (or course credit in AFROTC). Cadets who have passed the
Mitchell Award are promoted to Cadet Second Lieutenant.Phase Three – achievements 9-11 – The Leadership Phase
Phase Three takes the semi-experience NCO
(non-commissioned officer) and turns them into an semi-independent leader.
Cadets begin taking on progressively complicated tasks and projects. Where
Phase Two cadets would be asked to execute a defined set of instructions,
Phase Three cadets are the ones designing those instructions and supervising
their completion. During Phase Three, cadets begin intensive study of CAP management and regulations
called Staff Duty Analysis.Grades: Cadet Second Lieutenant, Cadet First
LieutenantEARHART AWARD – 100 question test, 80% passing score
Like the Mitchell, the Earhart Award is also a
“Milestone Award.” This test, named for
famed female
aviator Amelia Earhart represents the second major level in the Cadet
Program. Approximately 50% of those cadets who earn the Mitchell Award go on
to earn their Earhart. Serving as the gateway to the final phase of the
program, only those officers with a solid base of professionalism, maturity,
and ethics are passed. Completion of this award confers the grade of Cadet
Captain.Phase Four – achievements 12-16 – The Executive Phase
These individuals, often referred to as “Senior Cadets,”
now service the cadet program by guiding large scale projects and serving as
mentors and advisors for the cadets coming up the program. Often times these
cadets serve on a group or Wing level and help administrate the program. Phase
Four cadets are often involved in the strategic planning process of major
activities and programs.Grades: Cadet Major
IRA C. EAKER AWARD – given for completion of Cadet
ProgramThe third, and newest, major milestone award, it is
named for
General Ira C. Eaker a famed Air Force aviation pioneer. This award
signifies that the cadet has completed all 15 achievements of the CAP Cadet
Program. Upon completion of the last achievement, the cadet is promoted to
Cadet Lieutenant Colonel. Officially the cadet is done, and can receive no
more promotions, unless the cadet chooses to try for the final major award -
the General Carl A. Spaatz Award.GENERAL CARL A. SPAATZ AWARD
The highest award possible for a CAP cadet, the
General Carl A. Spaatz
award is earned by only a select few cadets each year. The test can ONLY be
taken THREE times. If the candidate fails all three times, then the candidate
can NEVER earn the award. There are four parts to the exam:- A 60 question Aerospace Exam (80% passing)
- A 60 question Leadership Exam (80% passing)
- An essay exam
- A physical fitness exam
Upon passing the exam, the cadet is promoted to Cadet

Uniforms
You will need two styles of Air Force uniforms: blues and BDUs (Battle Dress Uniform). See the squadron website calendar for details on which uniform to wear for each meeting. Your membership notebook (mailed to your home) will contain information on how to wear each uniform including the placement of patches, ribbons, and grade insignia.
Blues
Your FREE blues uniform can be ordered on e-services after you receive your membership card. This will include a flight cap, shirt or blouse, trousers or skirt, and a belt. It will not include military style black shoes, black socksor neutral nylon hose, or a white v-neck undershirt. These are your responsibility to obtain. The squadron has a limited supply of military style shoes in stock. Please contact your flight commander with questions regarding current squadron stock. He or she will put you in contact with the right person.
In addition, you will need a flight cap device, CAP cutouts, and a name plate for your blue uniform. Information on how to obtain these items is attached.
BDUs
The squadron will issue you BDUs, if stock is available. This will include pants and blouse. The squadron “orange” cap can be purchased from the Supply Officer. It will not include black combat boots or black t-shirt. These are your responsibility to obtain. Any black t-shirt with round neck is acceptable (no logos, other than CAP related).
In addition, you will need a cloth “Civil Air Patrol” tape, a cloth name tape, a reverse American Flag, and a squadron “Black Knights” patch for each BDU uniform. Information on how to obtain these items is attached.
Cadet Uniform Program
The Cadet Uniform Program provides new cadets with the main ingredients of an Air Force style blues uniform at no cost to them (providing that federal funds remain available). This program is only for your first blue uniform.
HOW TO OBTAIN A FREE CADET UNIFORM
1. Become a CAP cadet and obtain a 6-digit CAPID number (found on your CAPID card).
2. Visit E-Services (you’ll need to register on your first visit). There is a link to E-Services at the Squadron website or gocivilairpatrol.com.
3. Click the “Cadet Uniform” link shown in the left-hand menu, within E-Servises.
4. Verify your name, address, etc.
5. Refer to the male or female sizing chart to determine your sizes and then enter them into the website. (Also Attached)
6. Your order is complete and is now awaiting approval from your squadron commander.
7. Watch for your uniform to arrive at your home in about 3 weeks. Once Lackland AFB ships the uniform to you, it will be listed as “sent” on the commander’s report.
ELIGIBILITY. This program is open to all cadets, but each cadet is eligible to receive only 1 uniform.
INSIGNIA & ACCOUTERMENTS. Through this program, cadets receive a flight cap, shirt or blouse, trousers or skirt, and a belt. To complete the uniform, cadets will need to obtain military style black shoes, black socks or neutral nylon hose, and insignia (metal CAP cutouts, blue 3-line nametag, and enlisted cadet flight cap device) on their own. For females, a black handbag is allowed when wearing an AF Blue uniform.
EXCHANGES. Information on how to make exchanges (wrong size, etc.) is included with the uniform when received.
RECYCLING UNIFORMS. When a cadet outgrows a uniform, or if he or she leaves CAP, the cadet must return ALL issued uniforms to the squadron.

- The squadron has a very limited inventory of military style black shoes for the Blue uniform. If not in stock, military dress shoes can be purchased from The Hock Shop, Vanguard, and some local military surplus stores.
- The squadron has a very limited inventory of USED BDU’s. If we do not have your size, most military surplus stores carry them.
- Black Combat boots or black tactical boots are required for BDU’s. We do not carry these in stock. Most military surplus stores carry combat boots. Tactical boots can be purchased from stores like K-Mart (a less expensive option)
- You will also need the squadron “Black Knights” patch for your BDU’s. This can be purchased from the squadron Supply Officer.
- Once you start earning rank, the squadron maintains an inventory of ribbons and holders that can be purchased from the Supply Officer. Or, you can purchase these on your own from The Hock Shop or Vanguard.
- Rank collar pins are issued and then returned to the Supply Officer upon advancement. There is an initial charge of $5.00 for the airman rank.

CAPP 7
CAP Pamphlet 7 states:
“Cadet Protection Program (CPPT) is normally given as a part of
Level I. Without it there is no way to be promoted and you will not be
authorized to work with cadets. Participation in this course is for your safety,
the cadets’ safety, and for the safety of CAP. CPPT is designed to heighten
your awareness of inappropriate behavior toward other members of CAP, not just
cadets. We believe you will find this course to be very constructive. Your
senior training officer should administer this training as soon as possible. The
two courses consist of lectures and videos followed by written quizzes. They are
not difficult and they are critical to your membership in CAP. Completion of
Level I, CPPT, plus 6 months as a senior member, qualifies you for promotion to
the grade of Second Lieutenant (2d Lt). Level II is really the beginning of your
training. Your progress is up to you. To get more details on the Senior Member
Training Program, talk to your senior training officer.”
General. The Civil Air Patrol, like
other youth organizations, must be alert to situations of potential abuse of
cadet members. CAP members are expected to avoid even the appearance of
impropriety involving cadets and report suspected abuse immediately. The
information on this page states the Civil Air Patrol’s policy and procedures for
identifying, reporting, and responding to cadet abuse situations.
Policy on Abuse. Civil Air Patrol
strictly prohibits abuse of cadets. For the purpose of this policy abuse is
defined in two categories:
Sexual Abuse. Cadets will not be
subjected to sexual molestation, touching, contact, exposure, suggestions, or
other incidents of a sexually oriented nature.Physical Abuse. Cadets will not
be physically struck or assaulted in any way.
Reporting Requirements. Senior
members, cadets and parents/guardians should immediately report incidents of
observed or suspected abuse to the unit commander or commander at the next
higher level of command. Whenever a commander has received a report of abuse,
suspects that abuse has occurred or may occur, or believes there is an
appearance of impropriety in the nature of cadet abuse by a member of CAP, the
commander will immediately suspend the member from working with cadets and will
report the abuse as follow:
A. Sexual Abuse. The unit commander
will immediately notify the Wing Commander who will immediately notify
the Wing Legal Officer and the Corporate Legal Counsel or National
Administrator. No investigation will be conducted nor statements taken until
specifically directed by the Corporate Legal Counsel. The Corporate Legal
Counsel will notify the Region Commander, other appropriate officials, and
state agencies as required.B. Physical Abuse. The unit
commander will immediately notify the Wing Commander, who will
immediately notify the Region Commander, the Wing Legal Officer, and the
Corporate Legal Counsel. The Wing Commander will consult with the Wing Legal
Officer before directing an investigation or administrative action. In cases
where physical injures are involved, follow the notification and reporting
procedures contained in CAPR 62-2, Mishap Reporting and Investigation.
Members who have observed or believe they have been subjected to physical
abuse may file a complaint in accordance with CAPR 123-2, Complaints.
Personnel Actions. Commanders will
initiate appropriate personnel actions when they determine there is cause to
separate any cadet or senior from contact with cadets. Personnel actions
involving sexual abuse cases must be coordinated in advance with the Corporate
Legal Counsel. The personnel action will depend on the nature and seriousness of
the incident. Available options include suspended status, or nonrenewal action.
Standards of Leadership. Senior
members, cadets and persons who supervise cadet activities or serve in
leadership positions must possess high moral and ethical standards, be
emotionally stable, and demonstrate leadership qualities necessary to serve as
positive role models. NOTE: All senior members
must be screened and undergo cadet protection training prior
to working with cadets!
Commander Responsibility.
Commanders must be sensitive to the potential for cadet abuse and carry out the
policies and procedures set forth in this regulation. As a minimum, commanders
will:
A. Exercise judgment and discretion when
selecting senior members, cadets and other persons to conduct or supervise
cadet activities.B. Encourage members to report any
observed or alleged abuse.C. When cadet abuse is alleged and/or
verified, suspend the member from all CAP activities, make immediate
notification, and take appropriate personnel actions.D. Ensure at least two senior members
are present at all overnight cadet activities. Encourage at least two senior
members to be present at cadet activities where feasible or appropriate. This
is not feasible during chaplain counseling or cadet orientation flights. This
policy is for the protection of the senior member as well as the cadet.E. Conduct periodic orientation of
senior members to ensure they understand the policies and procedures set forth
in this chapter.F. Ensure cadets are informed of the
policies contained in this chapter.
Parental Involvement. Parental
involvement is one of the most effective deterrents of child abuse. The
following suggestions are ways to encourage parental involvement:
A. Conduct periodic meetings with
parents to discuss child abuse. Let the parents know CAP is aware and is
making an effort to prevent such abuse. Keep parents informed. Mail parents a
current roster of members who supervise or conduct cadet activities.B. Establish a parents committee to
provide input on cadet activities. Membership in CAP is not necessary for this
committee.C. Provide parents with a calendar of
events so they will know when activities are conducted.D. Require a permission slip, signed by
parents or guardians, for each activity outside regular squadron meetings.
Spot check signatures.E. Notify parents when a scheduled
activity is canceled, relocated, or changed.F. Give parents an opportunity to
personally meet the commander and senior member staff by periodically
designating meetings as “parent’s nights.”
The Wing Management Utility is used to help with the personnel
management of the wing. I hope that as soon as your cadet has his/her CAPID
card, that they will use it to enter into the WMU and update all there current
information. Just login as a member and put in all your current information.
This helps in emergencies and in getting your certifications issued in a timely
manner.

Your cadet has the opportunity to contribute to the community
through Search and Rescue. We teach the
Basic Search and Rescue, ( the 101 Class) and Advanced Search and Rescue,
(the 101T Qualification). We teach Frist Aid and CPR as well. We get the cadet
trained to the point that they can be called upon to help in a life saving
capacity. We have been known to call upon or cadets at any time to help with
searching for downed aircraft, missing person searches, Hurricane Evac and
disaster relief missions.

TRAINING: Civil Air Patrol offers aerospace education and a wide variety
of leadership and technical training opportunities for all CAP members,
including Air Force correspondence courses. Special training is also conducted
for those participating in search and rescue as mission pilots, observers or
ground team members. Communications training is highly specialized and presents
unique opportunities to network with other communicators from around the
country. These new skills, and the self-confidence that goes with them, make you
even more valuable in the workplace and in other community activities.
UNIFORMS: Civil Air Patrol members are easily recognized in the community
since they wear a variety of distinctive uniforms. Since CAP is the official US
Air Force auxiliary, members are also authorized to wear the Air Force uniform
with distinguishing CAP badges and insignia. Wearing Air Force blue is a
tremendous way to publicly demonstrate support and affiliation with this branch
of our Armed Forces.
MEETINGS AND CONVENTIONS: CAP members gather regularly at meetings and
conventions around the country. There is also a national convention held in a
different city every year. Air travel to and from the convention may be provided
by the Air Force if available.
INTERNATIONAL CADET EXCHANGE PROGRAM (IACE): Each year a limited number
of cadets and senior member escorts travel to a variety of foreign countries as
part of an aviation cadet exchange program to further a program of international
goodwill and understanding.
CAP SUPPLY DEPOT: Civil Air Patrol operates a depot in Amarillo, Texas,
which carries a large stock of aircraft parts and equipment at discount to
members for their own aircraft. Communications equipment of all kinds is also
available.
RENTAL CAR DISCOUNTS: The Hertz Corporation offers rental car discounts
to CAP members for both business and pleasure travel. A special Hertz
identification card is furnished to each member upon request. Rates and
discounts may be obtained by calling Hertz at 1-800-654-3131.
CIVIL AIR PATROL VISA CREDIT CARD: The CAP affinity VISA card offers
senior members and the parents of cadets an opportunity to apply for a credit
card that actually supports CAP. Each time the card is used in a transaction, a
donation is made by the bank to support CAP. The CAP emblem and the member’s
grade are embossed on the front of this distinctive credit card.
TAX BENEFITS: As a Federally chartered non-profit organization, Civil
Air Patrol is tax exempt under Section
501(c)(3) of the IRS Code. This entitles members to claim various expenses as
charitable contributions. These include (1) membership dues, (2) expenses for
uniforms and training materials, (3) out of pocket expenses while participating
in CAP activities, (4) mileage on personal vehicles, and (5) travel and living
expenses while participating in CAP activities.
